Filling in thin, scarce eyebrows with makeup.
Choose the right shade
The best way to pick a shade is to apply a swatch of color right above the eyebrow. Grab some Kleenex and head out to your makeup store. Most cosmetic counters or displays offer testers and mirrors for you to try out the products. Always choose a matte color without any metallic hint to it.
To fill with a Pencil Liner
Choose a soft, thin pencil. Use super light pressure, with short strokes. Always apply the brow color in the direction of hair growth. Stop and look often to see if you need to apply more color. If you over apply the eyebrow pencil, use a cotton swab to remove excess. You can also use the swab to blend in the shade or use fingertips.
To fill with Eyeshadow or Brow Powder
Dip an angled eye brush in the brow powder or eyeshadow. Remove excess on the back of your hand or tissue. Brush the powder lightly along the brows.
Set the Brow color
Take an eyebrow brush and lightly spray with aerosol hairspray and brush the brows.
Thinning Ends
As you get older, you might notice the ends of your eyebrows thinning out. If this is the case, use the pencil method to fill. You can also choose to dye your brows to your natural color before attempting to use makeup to fill them.

It’s because with the loss of hair color pigment, you’re losing the protein in the little hairs, just like the hair on your head. To fix gray, coarse eyebrow hairs, simple take some protein conditioner and apply to eyebrows for 20 minutes, every few days.
